Controversy over Heathrow extension plans

The Government will today spark an environmental storm by publishing proposals which could pave the way for a major expansion of the UK's biggest airport.

Local residents and green groups are expected to vehemently oppose the Government proposals which could lead to a third, short, runway at Heathrow Airport in west London.

Transport Secretary Ruth Kelly is likely to produce evidence that a third runway would not breach strict noise and environmental limits.

The changes, which would almost certainly lead to the need for a sixth terminal at Heathrow, would mean the number of flights increasing from 480,000 a year to more than 700,000.

Discussion

The announcement by Ms Kelly follows consultation on the Heathrow expansion proposals, which were first put forward in the Government's 2003 aviation White Paper.

The findings could prepare the ground for airport operator BAA to submit a formal planning application for a third runway at Heathrow. The Government is bound to face criticism from residents and conservationists at a time when the Gordon Brown administration is keen to show off its green credentials.
